Under the proposed new rules, the following categories of applicants would be eligible to apply for the UAE Golden Visa:

This investment can be directed towards off-plan or fully constructed properties, and financing from accredited banks within the UAE is permissible. Alternatively, investors can opt to invest the same amount in a business, either an existing enterprise in the UAE or a newly established company.
Entrepreneurs: Aspiring entrepreneurs can register a startup in the UAE as a small or medium-sized enterprise, with a minimum annual revenue of AED 1 million (approximately $272,000). Additionally, entrepreneurs can propose a startup idea and secure approval from an official business incubator in the UAE or relevant local authorities.
Exceptional Talents: Individuals with exceptional abilities in sports, digital technology, art, or culture fields can qualify for the Golden Visa, regardless of their income or employment status. They must present a recommendation from a local or federal government entity.
Scientists and Researchers: Professionals in life or natural sciences, engineering, or technology, holding a PhD or Master’s degree from leading universities worldwide, can apply for the Golden Visa. They should demonstrate significant research contributions to their field, endorsed by the Emirates Scientists Council.
Highly-Skilled Workers: Professions such as law, medicine, IT, engineering, and business administration are emphasized. Applicants must hold advanced qualifications, possess substantial experience, and secure a valid employment contract in the UAE, with a minimum monthly salary of AED 30,000.
Outstanding Students and Graduates: Exceptional secondary school students in the UAE and graduates from Emirati universities or top global institutions are eligible based on academic achievements.
Humanitarian Pioneers: Individuals recognized for their contributions to humanitarian causes or volunteering efforts, along with frontline heroes who demonstrated exceptional dedication during crisis situations like the COVID-19 pandemic, are eligible for the Golden Visa.
Primary applicants for the UAE Golden Visa program have the option to include their spouse, children, and non-family members, such as colleagues or domestic workers, in their applications.
